OCII staff transmitted an informational memorandum on July 18 reporting developer compliance with Community Benefit Programs for the Candlestick Point and Hunters Point Shipyard master developers (January–March 2017). Interim staff said the developer submissions show substantial improvement and that most items are in compliance except for two items — the community builder program and job training/employee assistance — where developers are partially compliant and staff continue collaborative efforts to address deficiencies.
During public comment, Francisco Da Costa criticized Lennar, the master developer referenced in public submissions, saying the firm "hasn't been paying the community benefits that it's supposed to be paying" and claimed payments stopped around 2013. The speaker urged the Commission to audit developer performance and to ask hard questions about changes to projects and compliance with commitments.
Staff did not present a detailed payment audit during the meeting; instead, staff described general compliance improvements and said OCII and developers are working to resolve the partially compliant items. Commissioners asked clarifying questions and requested staff follow up on outstanding items; staff offered to continue collaborative monitoring and return with additional detail as available.
