City Attorney staff clarified that the process does not block the Board from acting (the Board may still proceed and may overrule the commission by majority vote), but it does require the Board to transmit the legislation to the department and gives the BIC and its volunteer code advisory committees more predictable time to review technical impacts. Commissioners expressed support and requested outreach to the Board and communications staff to explain the new formal process. The motion to adopt the ordinance language passed unanimously on roll call.
