OCII approves union MOAs and 2017 salary resolution; staff to study parental-leave costs

The Commission on Community Investment and Infrastructure on Tuesday approved amendments to memoranda of agreement with IFPTE Local 21 and SEIU Local 1021 and adopted the 2017 salary resolution to implement the negotiated terms.
April Ward, OCII senior personnel analyst, said the MOAs extend the current agreements from July 1, 2017 through June 30, 2019 and provide a 3 percent cost-of-living increase in each of the 2017–18 and 2018–19 fiscal years "assuming the city meets its budget's target." She added that similarly situated unrepresented staff will receive the same COLA.
The MOAs also include a side letter directing OCII and the unions to prepare a report evaluating the fiscal impact and implementation steps necessary to align with the city's paid parental-leave charter amendment; the side letter, Ward said, will inform executive management but "will not obligate OCII to adopt any policy."
Union representatives and community supporters spoke in favor of the agreements during public comment. Emma Urbach, representing IFPTE Local 21, said the union reviewed the proposal and considered it fair, and Local 21 membership voted to accept it.
Each of the three items (MOA with IFPTE Local 21, MOA with SEIU Local 1021, and the salary resolution) was moved and approved separately; roll-call votes were recorded as 5 ayes on each item.
