Building Inspection Commission approves DBI two‑year budget and asks staff to explore expanding outreach grants

The Building Inspection Commission unanimously approved the Department of Building Inspection's proposed budget for fiscal years 2017‑18 and 2018‑19 at its Jan. 18 meeting, while directing staff to return with options to expand grants for community outreach and code‑enforcement support.

Deputy Director Taris Madison presented the two‑year proposal, which shows projected revenues driven by building permits and plan review and projected expenditures increasing slightly to about $71.2 million. Madison said DBI currently maintains substantial reserves (staff noted approximately $35 million available to supplement budgets if needed). Commissioners questioned revenue conservatism, asked for clearer lines on how excess revenue is used and discussed expanding grant line items to support expanded outreach to tenants living in at‑risk units, seizure of hazards and code enforcement assistance for owners.

Commissioner Gilman moved to approve the proposed budget and the motion passed by roll call vote; President McCarthy, Vice President Walker, Commissioner Gilman, Commissioner Constance, Commissioner Lee, Commissioner Clinch and Commissioner Warshall all voted yes. The commission accepted direction to staff to prepare possible grant additions or options for the community grants program and to present proposals on Feb. 15.

Ending: The approved budget will be transmitted to the mayor's office per the usual schedule; the commission expects staff to return with options and justifications for any proposed grant increases before the Feb. 15 hearing.
