Commission adopts minor change to AB032 to remove planning-routing text, keeps planning sign-off in practice

The Building Inspection Commission unanimously approved a modification to Administrative Bulletin AB032 concerning site-permit processing at its Nov. 16 meeting. DBI Technical Services staff described the change as primarily editorial: deleting a planning-routing section from the AB032 bulletin, updating code references for the next code cycle, and relying on the informational G20 sheet to explain routing between departments.

Kirk Means of DBI's Technical Services Division said the bulletin "is very unique" and that the proposed edits are minor and intended to streamline the documentation without changing practice. Planning still must approve a site permit, multiple staff members clarified during questions: the site permit process continues to involve planning entitlements and routing for items such as setbacks and uses. The G20 informational sheet will continue to be updated by departments to reflect routing changes driven by legislation or agency requirements.

Commissioners asked whether any unintended consequences might arise from the change. DBI and planning staff reassured the commission that the modification does not undo existing site-permit policies and that the G20 sheet functions as a living document detailing routing requirements. The motion to adopt the modification was moved and seconded and carried by unanimous roll-call vote.

The commission did not receive public opposition during the item. The AB032 modification was adopted with no recorded dissent.
