DBI, Department of Technology update project-tracking proof of concept; civil-service and governance steps remain

The commission received an update on an effort to replace or modernize the department's site-permit and project-tracking systems. Sean Buellen of the Department of Technology said detailed requirements reviews were completed with Gartner's assistance and vendors Exela and 21Tech engaged; DBI deputies and project owner Ron Tom provided written sign-offs. Buellen said the vendor is expected to deliver proofs of concept in the next few weeks.
Buellen cautioned that additional administrative steps remain before funding and implementation can proceed: civil-service approvals, union discussions, and Board of Supervisors approval (each with their own timelines and notice requirements). He also said the team is drafting a governance model to define steering and decision-making for policy and design choices. Commissioners asked about recent turnover in the Department of Technology leadership; Buellen said an interim CIO is in place and he does not foresee major schedule risk.
A member of the public, Jerry Dratler, commended the IT department for assembling foundational documents that had been missing and urged continued progress. The commission did not vote on this item; staff said the PoC delivery and vendor plan will be presented for further review once available.
