The Commission on Community Investment and Infrastructure on March 21 conditionally approved schematic designs and environmental findings for Bayfront Park P22, a proposed 5.5‑acre waterfront park in Mission Bay South.
Staff project manager Mark Slutskin presented the schematic design package and CEQA recommendation, saying the proposal “includes plazas, trail paths, flexible open lawn space and a promenade along the Bay” and that the design conforms to Mission Bay South development standards and permits required by the San Francisco Bay Conservation and Development Commission. Landscape architect Roderick Wiley described materials and plant palettes and said the team is proposing roughly 30 bike racks, resilient paving, and planting zones that include coastal scrub at the water’s edge.
The staff presentation noted outreach over the past 18 months, including two community‑wide workshops, a boater workshop, presentations to the Mission Bay Citizens Advisory Committee and the Port Commission, and that consultant contracting exceeded OCII’s SBE goals (70% consultant SBE participation; 29.6% minority‑owned; 5.3% women‑owned). Mark Slutskin told commissioners the port will build a restaurant on a separate pad and OCI will work with the Port on restroom and interface details.
Commissioners asked about parking and maintenance. David (Port representative) said the nearby parking lot is primarily reserved for boat‑trailers (15 trailer spots and an additional interim 30 vehicle spaces) and that on‑street parking on Terry Francois Boulevard will be managed through the SF Park program. Staff said OCII will be responsible for ongoing park maintenance under the master lease, funded by the CFD contract with MGM Mission Bay Parks.
Chair Rosales moved conditional approval of the schematic design and the CEQA findings (Resolution No. 12 20 17); Commissioner Pimentel seconded. The commission approved the item on a 5–0 roll‑call vote.
If approved by any required partner permits and after continued design work, staff expects construction documents to be completed through the year, a contractor to be awarded by May 2018, construction to run through August 2019, and a hoped‑for opening in time for activity around the Chase Event Center.
