DAS says state miscalculation will be corrected; area‑plan contract approved pending amendment

The Department of Disability and Aging Services presented and the commission approved the California Department of Aging area‑plan contract (AP 21‑22‑06) Sept. 1, while flagging a funding miscalculation that the state has agreed to correct.
Program Director Michael Zogg took commissioners through a 98‑page area‑plan packet and identified line‑by‑line changes compared with the prior year. He said staff noticed what appeared to be a large decline in the packet for congregate nutrition ($467,224) that resulted from a statewide calculation error. Zogg said DAS raised the issue with the California Department of Aging (CDA), which acknowledged the problem and issued preliminary guidance indicating an amendment will be issued that corrects congregate nutrition and brings roughly $1.1 million in additional funds to the department.
Zogg told the commission that, because CDA’s amendment is expected, staff recommended approving the current contract to allow administrative execution and to maintain program continuity; he committed to return to the commission with an informational update and the final amendment details. Commissioners approved the contract on a roll call vote; an objection was recorded on the floor but the motion passed and the vote was recorded as unanimous.
Zogg also described year‑to‑year variances across Older Americans Act titles: modest increases in supportive services (transportation, legal services and short‑term home care), a small decrease in Ombudsman funding, a large apparent decline in congregate nutrition (the miscalculation), a decline in home‑delivered meals, and a modest increase in family caregiver funding. He said some decreases are small and will not result in service reductions, and that CDA amendments commonly adjust contracts during the fiscal year.
The commission directed staff to present the CDA amendment and a full allocation breakdown when finalized; Zogg suggested an informational return as soon as October. The department said it expects to use subsequent amendment authority to reflect corrected allocations once CDA provides final figures.
