OCII approves engineering and fiscal consultant contracts; adopts CalPERS actions

At its Dec. 15 meeting the commission approved several administrative and contracting items: a multi‑year personal services contract with Hawk Engineers to provide infrastructure technical support for Hunters Point Shipyard/Candlestick Point (initial year $450,000; aggregate with options and contingency not to exceed $1,525,000), and a three‑year agreement with Urban Analytics for fiscal consultant services to support multiple 2016 bond issuances and annual SEC disclosure reporting (not to exceed $170,000).
Kevin Masuda, a senior OCII civil engineer, said Hawk Engineers has supported major projects in San Francisco since 2000 (Mission Bay, Shipyard, Hunters View) and was ranked highest by an evaluation panel that included developer and city agency representatives. The Hawk contract delegates to the executive director authority to approve the two optional 1‑year extensions and expand contingency if needed.
John Daigle and OCII staff described Urban Analytics’ role preparing tax increment tables, fiscal consultant reports and disclosure tables for up to four required annual reports; staff explained contingency fees for split issuances and timing changes and said the selection panel unanimously recommended Urban Analytics.
The commission also approved two CalPERS‑required resolutions: to authorize a successor‑agency contract with CalPERS and to implement pretax employee cost‑sharing under IRC §414(h)(2). Deputy Director of Finance (Grama Hoarder) said employee elections on both items had passed unanimously; the agency will submit the CalPERS certification and the pretax change will take effect on the first payroll period following commission action (not retroactive). The Hawk and Urban Analytics contracts and the CalPERS resolutions passed by roll call (each 3 ayes, 2 absent).
