DBI hires Gartner and Exela for Accela restart planning; staff says plan due by November

DBI staff told the Building Inspection Commission on Aug. 17 that a restart planning phase for the department's Accela permit-tracking system began Aug. 1 with Gartner on-site and first meetings with Exela 21 Tech. The engagement is intended to produce an exact scope of work, budget, timeline and a contract amendment so work can proceed.
The restart planning was described as a four-month effort "between August and November" to validate requirements, perform a fit-gap analysis and establish governance bodies — including an executive steering committee with DBI, vendor and stakeholder representation — before finalizing a contract for system development, a presenter said.
"One of the most critical things is getting the requirements correct," the presenter said, noting the process will turn identified gaps into defined developer tasks, budgets and schedules. The team also plans a memorandum of understanding among DBI, Exela 21 Tech and other partners and said Exela has committed senior resources to the effort.
Commissioners pressed for a firm go-live target and asked who will sit on the steering committee; staff said names will be identified during the four-month planning effort and that a target date will be established and tracked to stakeholders.
No formal action was taken; the Commission received the update and will expect contract and timeline details as the restart planning concludes.
