OCII greenlights ALH contract for Hunters Point financial review; neighbors urge relocation of massive Candlestick parking garage

The Office of Community Investment and Infrastructure on Oct. 4 authorized a personal services contract with ALH Urban and Regional Economics to support review of the Hunters Point Shipyard/Candlestick Point Phase 2 pro forma and related financial agreements.
Tamsen Drew, senior project manager, and Amy Herman, sole proprietor of ALH, described a three-year contract (Oct. 1, 2016–Sept. 30, 2019) not to exceed $230,000. Staff said ALH will review the developer’s revised 2016 pro forma, compare it with the 2010 baseline, analyze proposed changes and support OCII through potential adjustments in the multi-year project pro forma. Staff recommended the contract because ALH team members have prior experience with the project’s 2010 pro forma and can "hit the ground running."
During public comment Shirley Moore urged the commission to oppose the proposed Candlestick retail-center underground parking structure she said would be about 2,700 spaces and located near residents and a school. "This garage is scheduled to be installed... right now at the foot of Engerson and Giants Drive underneath the windows of residents who live within 200–300 feet of the garage," Moore said, asking the developer consider moving the garage to the southeast side to avoid pollutant and carbon-monoxide effects on the neighborhood and school-age children.
Commissioners asked staff for maps and outreach plans; staff said the schematic massing and circulation were set in the 2010 approvals, but specific designs and the detailed parking plan will come back to OCII and include robust outreach with neighbors and the Citizens Advisory Committee before final design review. Commissioners also pressed Lennar reporting; staff said Lennar’s revised pro forma was expected that week and that the developer had fallen behind on quarterly community-benefits reporting.
The commission voted 3–0 (two absent) to approve the ALH contract. Staff said the bulk of the work will occur in the current year as the project pro forma is updated.
