OCII extends Mission Bay park management with MGM; approves $1.93 million FY2016–17 operating budget

The Commission on Community Investment and Infrastructure on July 19 authorized a personal services contract with MGM (MJM) Management Group to manage the Mission Bay Open Space System and approved an initial FY2016–17 operating budget of $1,930,935.
Project manager Mark Slutskin described the open space system (planned 41 acres when complete), the RFQ and selection process (one response, MGM), and the contract structure: a three‑year initial term with a three‑year extension option, a maximum six‑year management fee of $1,215,135, and a first‑year management fee (for parks open during FY2016–17) of approximately $158,136. The FY2016–17 operating budget covers personnel, janitorial, landscaping, security, utilities and a small capital line.
Slutskin noted that MGM's proposal achieves full SBE participation through subcontracting and association agreements; the selection panel included Mission Bay CAC representation and the CAC president Corinne Woods spoke in favor of continued MGM management and identified upcoming park openings and community events.
Public commenters praised MGM's past performance and urged continued community hiring and programming. Commissioner Bustos moved approval; Commissioner Mondejar seconded. The commission approved the contract and the fiscal‑year budget on a 5–0 roll call.
Staff said the contract will be reimbursed and administered through Community Facilities District No. 5 (Mello‑Roos) funding for Mission Bay park operations and that MGM's team includes local, minority‑owned subcontractors for landscaping, janitorial and security services.
