OCII extends MOU with Planning Department to 2018, increases budget to $1.125 million

The Commission on Community Investment and Infrastructure on the record authorized a second amendment to its memorandum of understanding with the City and County of San Francisco acting through the San Francisco Planning Department to extend the agreement through fiscal year 2018 and raise the aggregate funding ceiling to $1,125,000.
Jose Campos, OCII’s manager of design review, told commissioners the MOU covers two disciplines: design review (up to 0.5 full‑time equivalent staff to assist with concept through construction document review) and environmental review (staff hours the agency estimates at roughly $150,000 per year). Campos said the amendment would add up to $450,000 over two years while leaving a five‑year aggregate cap at $1,125,000.
Campos also explained that the Golden State Warriors Event Center project created work beyond the original MOU’s scope. He said the Warriors have arranged to pay the Planning Department directly for 0.15 FTE (about six hours per week) to manage mitigation monitoring and reporting during construction; those hours are called out in OCII’s MOU but are not paid through OCII.
A member of the public asked whether the 0.15 FTE and the $450,000 increase would be sufficient to handle heavy workloads across redevelopment areas; Campos said $150,000 is roughly equivalent to one FTE and that, historically, OCII has not expended the full annual threshold but prefers to keep adequate budgetary thresholds available in case of additional workload.
Commissioner Singh moved to authorize the second amendment; Commissioner Pimentel seconded. The roll call vote was Pimentel yes, Bustos absent, Singh yes, Vice Chair Mondahar absent, Chair Rosales yes. The Secretary announced three ayes, two absences and the item was approved.
The amendment authorizes continued collaboration with Planning on design review and environmental documentation (including exemptions, negative declarations, mitigations, addenda and potential EIRs) in OCII’s redevelopment project areas and clarifies payment arrangements for Warriors‑specific mitigation monitoring services.
