DAS outlines RFP schedule: nutrition services RFP to generate roughly 50 grants

Department of Disability and Aging Services staff presented a four-year planning and funding cycle for the Dignity Fund and reviewed the FY2021 schedule for requests for proposals (RFPs) and contract renewals at the Feb. 3 commission meeting.
Rhianna Albert (Office of Community Partnerships) described the planning cycle that ties community needs assessments to procurement every four years; staff said the structure is intended to provide transparency and predictability while allowing responsiveness to changing community needs.
Patrick Garcia (HSA Office of Contract Management) said the department plans to issue 17 RFPs this fiscal year (down from 25 the prior year). He highlighted two large procurements scheduled for February release: a Nutrition Services RFP that would cover congregate meals, home-delivered meals and nutrition education (estimated to result in roughly 50 grant agreements), and a Long-Term Care Ombudsman grant that investigates and resolves resident complaints in nursing homes and residential care.
Staff also listed several contract renewals planned for April and May, including intergenerational programs, case management services and the Community Living Fund. Department staff said the RFP process usually takes about three months from issuance to commission approval and that nutrition contracts would start service on July 1, 2021 if the schedule holds.
Commissioners had no substantive objections and thanked staff for the detailed timeline; staff said dates are tentative and that the department will seek to keep to the schedule while allowing for adjustments.
