OCII approves MJF and Associates to run Hunters Point Shipyard site office with $997,907 contract

The Commission on Community Investment and Infrastructure on July 19 approved a three‑year personal services contract with MJF and Associates Consulting to manage OCII's Hunters Point Shipyard site office and provide outreach and administrative support to the Mayor's Hunters Point Shipyard Citizen Advisory Committee and the Legacy Foundation.
Assistant Project Manager Kashika McKinney told commissioners the office contract was the product of an open request for proposals issued Feb. 17, 2016; the agency received three proposals, interviewed finalists and negotiated with the top‑ranked firm. She said the three‑year contract, from July 1, 2016, through June 30, 2019, carries a total not‑to‑exceed budget of $997,906.77 and covers daytime site‑office staffing, evening meeting support, a badging/reservation system and community outreach.
"The proposer also needed to demonstrate that they could provide outreach services and the project area services," McKinney said in her presentation, adding the top‑ranked team included an outreach subcontractor, JBR Partners.
During public comment three neighborhood leaders urged approval. Oscar James, a longtime Bayview Hunters Point resident and former city task‑force member, said, "Anything that the community asks or wants to know about what's happening in Hunters Point Shipyard, that office is more than glad to help us," and expressed trust in the contractors' work. Ace Washington likewise praised the site's community outreach and recommended continued support.
Commissioner Singh moved approval; Commissioner Bustos seconded. The commission recorded five ayes (Pimentel, Bustos, Singh, Vice Chair Mondejar and Chair Rosales) and the chair announced the contract approved.
The contract follows CAC subcommittee review in June and full CAC approval on July 11. Staff said all costs associated with the site‑office contract will be reimbursed by the shipyard master developer.
No further action was required at the meeting.
