Bijan said large public events provide opportunities to exercise plans and build partnerships. He noted Bay to Breakers involved 37,000 runners and nearly 120,000 spectators and previewed the city's approach for Pride (multiple days with a major parade and Civic Center events) and Fleet Week (testing 96‑hour missions with FEMA and DoD partners). For Fleet Week, officials discussed redundant communications, a fuel staging area at Pier 96 and asking state and federal partners to exercise a Bay Area fuel task force from the regional catastrophic plan.
Council members praised cross‑sector coordination and emphasized using activations as training and after‑action learning opportunities. No formal actions were taken at this meeting.
