San Francisco previews full‑scale drills and regional exercises to test response systems

Jill Raycroft reviewed recent exercises including Fleet Week commodity point of distribution (CPOD) drills run with the National Guard and US Marine Corps, a Yellow Command EOC functional exercise, and biannual Department Operations Center communications drills. Raycroft said the Fleet Week CPOD work is an annex to the ESF‑6 mass care plan.
She outlined upcoming events: a resource‑request drill on Sept. 28 to test how DOC partners request resources from the EOC and how the EOC requests support from Cal OES; a US Navy landing craft exercise near Pier 50 on Oct. 1 that will land medical assets destined for Zuckerberg General Hospital and lead into a full‑scale exercise and tents at Zuckerberg on Oct. 2; a Vigilant Guardian regional hazardous‑materials exercise and a planned Oct. 28 full‑scale activation simulating a radiation dispersal device and an active‑shooter incident at the San Francisco Police Department Public Safety Building.
Raycroft also described peer‑to‑peer medical exchanges, sheltering tabletops (including an Outside Lands tabletop after an overseas concert tragedy), and senior‑leader seminars focused on humanitarian aid and refugee crises. She said exercises engage local, state, federal and Department of Defense partners and private‑sector and nonprofit organizations to test mutual‑aid and command‑and‑control relationships.
City staff asked council members and agencies to submit scenarios they want tested and emphasized that exercises are designed to surface resource gaps and strengthen communications across agencies and with outside partners.
