DEM outlines Super Bowl 50 operations: closures, EOC activation and tabletop exercises

"We will have our emergency operations center active during the Super Bowl events," Sopp told the council, and she outlined branch assignments for law enforcement, fire and city services as well as coordination with NFL host-committee partners. She cited specific locations for events, including the NFL Experience at Moscone Center and Super Bowl City at Justin Herman Plaza, and said planners are reviewing street closures, including Market Street from Justin Herman Plaza to Beal.
Sopp described a three-part exercise series already underway: a planning-review workshop, a 'good-day' tabletop (scheduled for Nov. 18) and a 'bad-day' tabletop to validate operational plans. She named local leads working with DEM: SFPD Captain Tim Falvey for law enforcement coordination and Chief Shane Francisco for fire/EMS concerns, and noted city services leads such as Bijan Karimi and Peter Albert supporting transportation and public-health integration.
Council members raised questions about construction impacts and coordination with workforce and human-services departments; DEM representatives said they would coordinate with the Department of Human Resources and HSA to incorporate hiring and housing support opportunities into event planning.
No permits, closures or legal actions were decided at the meeting; the presentation described planning steps, interagency coordination and scheduled exercises to refine response and access for critical services during the Super Bowl events.
