City hires consultant to assess DBI’s Accela implementation; draft report due by late April

Department of Technology and contractor Gartner are conducting an assessment of DBI’s Accela implementation and documentation; staff expect draft findings and recommended actions by the end of April and committed to making contract deliverables publicly available on request.
Henry Bartley of the Department of Technology briefed the commission on the vendor assessment of DBI’s Accela implementation. Gartner began stakeholder interviews and document reviews on Feb. 29 and conducted more than two dozen interviews with DBI staff, commissioners and the city CIO. The assessment will review root causes, system configuration, and documentation adequacy and will surface recommended steps and a proposed plan.
Bartley said the assessment phase will conclude in mid‑April with a draft set of themes and then a more detailed analysis; the full draft report is expected toward the end of April. Commissioners asked for the RFP, scope of work and contract deliverables to be posted as public records; the communications director agreed to provide the documents and to explore attaching them to the commission packet.
Commissioners also requested that Gartner review the Accela configuration and the adequacy of DBI documentation to determine whether existing material is sufficient to support future configuration or re‑implementation.
