Commission approves ordinance to require solar panels on 15% of new rooftops

The commission voted unanimously to approve an ordinance (Board file 160,154) that would revise the city’s green building requirements to require that 15 percent of certain new rooftops be fitted with solar installations rather than just left solar‑ready. Andres Power of Supervisor Scott Wiener’s office described the measure as an initial phase of a broader ‘better roofs’ initiative that may later include green roofs, stormwater management and other roof‑level sustainability options.
Supporters argued the change would reduce local carbon emissions and push new construction toward on‑site renewable energy generation; staff from the Department of the Environment were present to answer technical questions. Commissioners raised no objections and approved the item by roll‑call vote.
