City Lifelines Council advances interdependency study; PG&E proposes third Embarcadero connection

City Administrator Naomi Kelly told the Disaster Council the Lifelines Council convened senior executives from utilities, transportation and regional partners to understand intersystem dependencies. The councils interdependency study uses a repeat-of-1906 earthquake as its scenario and is intended to identify key assets and restoration priorities to guide mitigation and capital planning.
Kelly highlighted energy as a critical lifeline. She said PG&E proposed a third connection to the downtown Embarcadero Station to improve system reliability in a major quake and to provide operational flexibility during maintenance and outages. The presentation said PG&E proposed three route options and that the city facilitated tours with departments to provide feedback; PG&E hoped to begin work in 20142015, according to Kellys remarks.
Kelly said the council plans to complete the interdependency study in February 2013 and will develop a work program for the following year; the council will continue quarterly meetings with an educational component and will coordinate with CalEMA, CHP and FEMA on post-disaster priorities.
No regulatory approvals or funding commitments were finalized at the Disaster Council meeting; the briefing was informational and focused on the studys timeline and the need for coordinated restoration planning.
