City hires Gartner to assess DBI’s Accela permit project; draft due in April

The Department of Technology and DBI announced Gartner has begun a formal assessment of the Accela permit tracking implementation; contracting was finalized Feb. 11 with interviews and a draft report due in April and a final presentation to the Commission expected in May.
City technology staff told the Building Inspection Commission that an external assessment of the DBI Accela (permit tracking) implementation is underway.
TIG Gartner was selected by an evaluation committee, the purchase order and statement of work were finalized Feb. 11, and pre‑work and kickoff meetings began Feb. 12. Gartner’s team includes personnel who previously worked on a 2008 DBI business process engineering effort, which confers project familiarity.
Henry Bartley of the Department of Technology said interviews with DBI, the Commission and other departments will be scheduled; a preliminary draft will be provided for internal review prior to a final assessment targeted in April/May. Commissioners asked to participate in interviews; the consultant will circulate an interview guide for commissioner input.
The action follows public comment earlier in the meeting calling for a root‑cause analysis of longstanding DBI process and documentation gaps. The Commission emphasized the assessment should address governance, vendor oversight, and whether the scope and deliverables matched the original objectives.
