City CIO says third‑party assessment under way for permit/project tracking system

Miguel Gamino, the city's Chief Information Officer and head of the Department of Technology, updated the Building Inspection Commission on the permit and project tracking system (PTTS, sometimes called Acela). Gamino said an RFP evaluation panel completed its work on Jan. 8 and selected a team composed of TIG and Gartner to perform a third‑party assessment. He described Gartner as a familiar vendor to city departments and said contracting steps were underway and expected to be completed in February.
Gamino said Gartner's proposed timeline for the assessment is approximately 12 weeks; if the assessment begins in February, the team expects to complete its work around April. He emphasized the assessment would be a review of the current state and a gap analysis to identify what it would take to bring the project to a completed state, not a wholesale business process reengineering. Stakeholders — including members of the Building Inspection Commission, DBI staff and other affected departments — would be given opportunities to participate in the assessment. Gamino also said he would confirm definitively whether the selected firms participated in the original RFP; commissioners had raised potential conflict‑of‑interest questions and he reported a 99% confirmation they were not involved and pledged to get to 100%.
Commissioners asked clarifying questions about scope, whether the review would revisit business processes and how stakeholders would be engaged. Gamino and Commissioners agreed that stakeholder interviews and working sessions would occur when the project kicks off and that the vendor would reach out to schedule input sessions.
No formal action was taken; staff committed to return with status updates and to include the BIC in stakeholder outreach while the assessment proceeds.
