The Commission heard a staff report on an RFP to develop up to 290 affordable units across two future development blocks in Candlestick Point (Blocks 10A and 11A) as part of the Hunters Point Shipyard/Candlestick Point project area.
Executive Director Tiffany Bohe said the two proposed blocks would be created as Lennar completes street and infrastructure improvements and that the RFP program targets families and formerly homeless households. The program would cap affordability levels at up to 60% area median income, allocate 20% of units on each block for formerly homeless households (including five transitional‑age youth parenting units) and include two family childcare units per block. The RFP prescribes a bedroom mix that includes a small number of four‑ and five‑bedroom units to serve larger and multigenerational households.
Staff described funding sources and acceleration mechanisms: SB 107 proceeds redirected to OCII project areas allow the agency to advance gap financing and prevent vacant lots while tax increment revenues mature. Commissioners asked for more detail on bathroom counts and how lotteries will prioritize larger families; staff said larger households will be prioritized for larger units and that the lottery process includes certificate‑of‑preference (COP) holders at the top of the preference waterfall. Housing staff and outreach specialists described ongoing efforts to recruit and prepare COP holders and other priority applicants and cautioned that household circumstances can change between survey and unit offer.
Commissioners urged more robust outreach and a program to 'match' qualified COP holders to upcoming unit opportunities — a strategy staff said they are pursuing through early outreach events and targeted workshops. The Commission received the report and staff said it will issue the RFP shortly subject to any Commission direction.
