Commission authorizes $62,103 HICAP grant modification to Self Help for the Elderly

The commission authorized a one-time modification to the existing grant agreement with Self Help for the Elderly to support the Health Insurance Counseling and Advocacy Program (HICAP) for older adults and adults with disabilities from Feb. 1 through June 30.
Michael Zogg, program director in DOS—s Office of Community Partnerships, said the amendment adds $62,103 plus a 10% contingency for a total not to exceed $486,308. "Perhaps the biggest chunk is going for purchasing and formatting laptops for each of the counselors," Zogg said, explaining the funds will move counseling away from paper records and improve privacy and HIPAA compliance.
Why it matters: HICAP provides one-on-one Medicare education and counseling; Zogg said the program served more than 2,000 unduplicated consumers last year and operates at 10 locations across the city. The additional funds will also cover modest over-budgeted facility or staffing costs incurred this fiscal year.
Vote: A motion to approve the modification was moved and seconded; the commission took a voice vote and the chair stated the motion carries.
