City previews Golden Guardian exercise May 18; exercise to be terrorism‑focused and invite departmental participation

Krista Slinker, Emergency Services Manager for the Department of Emergency Management (DEM), briefed the Disaster Council on the city's role in the statewide Golden Guardian exercise.
Slinker said the city's primary exercise activities will be May 18, with the larger statewide sequence spanning the week of May 17. For San Francisco the DEM plans four exercise components including a partial full‑scale exercise at China Basin, dive‑team training with the U.S. Navy, unified command opening, and department operation center activations with EOC support. Slinker said the scenario is terrorism‑focused because homeland security funds are supporting the exercise, and added that the exercise will include simulated nationalized attacks in Oakland and Redwood City; San Francisco will not host the simulated attacks but will respond to an elevated maritime security level as part of the scenario.
The DEM has already held a tabletop exercise (March 17) with just under 100 participants and will incorporate lessons learned into the functional exercise. Departments were asked to send two representatives to participate or observe; registration had been sent to Disaster Preparedness Coordinators.
Slinker invited nonprofits, stakeholders and partner agencies to register and participate. There was no recorded public comment or action taken on the item at the meeting.
