OCII approves updated labor agreements for two bargaining units, including phased raises

The Commission on Community Investment and Infrastructure voted Feb. 3 to authorize two memoranda of agreement updating employment terms for OCII bargaining units represented by International Federation of Professional and Technical Engineers (Local 21) and Service Employees International Union (SEIU Local 1021).
Jim Morales, OCII Deputy Director and interim general counsel, summarized the major provisions: a phased salary schedule (6.121% effective first pay period beginning Feb. 25, 2015; an additional 3.25% in October 2015; and a further increase in July 2016 ranging from about 2.25% to 3.125% depending on inflation), and a phased employee contribution to retirement totaling 3.5% over the contract term (1% at the first increase, 1.25% at the second, and 1.25% at the third). The agreements preserve the agency's existing wellness incentive and separate bereavement leave through the end of 2016, after which benefits will align more closely with comparable city contracts. The MOAs also revise grievance and comp-time rules to match city practice for future hires while grandfathering existing employees hired before Dec. 31, 2014.
Union representatives Catherine Riley (Local 21 unit president) and Emma Gerald (SEIU field supervisor and negotiator) told the commission their memberships voted overwhelmingly to support the agreements. After remarks from public supporters, the commission approved the agreements by roll call (4 ayes). The items are recorded as Resolution 5-2015 (Local 21) and Resolution 6-2015 (SEIU 1021).
