OCII Executive Director Approves Warriors Event Center as a Secondary Use; Project Moves to Other Agencies

After public comment and staff presentations, Executive Director Tiffany Bohe announced she would issue an official secondary‑use determination and stated that she approves the event center as a secondary use under the Mission Bay South Redevelopment Plan.

OCII staff and counsel explained the legal and plan-based rationale for the decision at the hearing, saying the redeployment of remaining redevelopment authority and the plan’s listed secondary uses provide discretion to approve an event center at this location and scale. OCII General Counsel Jim Morales told the commission that the redevelopment plan’s land‑use controls and surviving enforceable obligations support the determination.

Staff outlined next steps. The project will appear before other public bodies for additional approvals: MTA (CEQA adoptions and commitment of transit funds), the Planning Commission for design review, and the Board of Supervisors’ Budget and Finance Committee for the Mission Bay Transportation Improvement Fund. The staff presentation described that fund as a controller’s reserve intended to hold money for operating costs, debt service and a dual-event reserve, subject to annual appropriations by the Board of Supervisors and supported by an advisory committee.

The Executive Director’s written secondary-use determination and the commission actions do not complete the project’s approval chain; staff emphasized that CEQA certification and design approvals are only OCII steps and that construction and operating details will be further governed by interagency agreements, monitoring through the MMRP and contract compliance processes.

At the hearing the Executive Director said she had considered the record and public comment and issued her determination on the secondary use as her official action.
