The Commission on Community Investment and Infrastructure on Oct. 20 approved a resolution of intention to enter a successor‑agency contract with the California Public Employees' Retirement System (CalPERS) to continue existing retirement benefits for agency employees.
Deputy director for finance and administration (recorded in the transcript as Grama Hoerger) said CalPERS asked successor agencies to enter new contracts to reflect the change in agency name and status following dissolution law and that the proposed contract would not change employee benefits. Staff described a process that includes certifying Commission action, administering an employee election to approve the contract, notifying the public of annual pension costs under the referenced government code provision, and submitting forms to CalPERS for a final CalPERS resolution.
Commissioners asked clarifying questions about which staff and former city employees are members of city retirement plans. After discussion, the Commission moved, seconded and adopted the resolution of intention by roll call (four ayes, one absent). The item is an initial step; the final contract requires the employee election and subsequent Commission and CalPERS action before a new contract takes effect.
