OCII Expands Reinstatement Rights to All Former Employees

The Commission on Community Investment and Infrastructure on Sept. 1 approved an amendment to its personnel policy extending reinstatement rights to all employees who reinstate with OCII, whether represented or unrepresented.
Executive Director introduced the item and asked Monica Davis, OCII's new Human Resources Administrative Services Manager, to present. Davis said the commission adopted a prior resolution on June 16, 2015 that expanded reinstatement rights for unrepresented former employees; the current amendment unifies and extends those rights to represented employees as well. She told the Commission that OCII HR and union representatives had met and conferred and are in agreement with the provisions, which are reflected in attachment A to the resolution.
Commissioner Bustos moved approval and Commissioner Singh seconded. The Commission approved the amendment by a 3–0 roll‑call vote with one commissioner absent. The amendment restores specified vacation accrual and unused sick‑leave restoration provisions to eligible reinstated employees and standardizes reinstatement rights across represented and unrepresented employee groups.
