DBI urges guidance, outreach on graywater, rainwater and on-demand water heaters amid drought

The Department of Building Inspection on July 15 walked the commission through options and safety considerations for graywater, rainwater capture and on-demand (tankless) water heaters as part of the city—s drought-response efforts.

Chief Plumbing Inspector Steve Panelli described trade-offs for on-demand heaters — higher gas-line and electrical demands, limited storage and resilience concerns in extended power outages — and recommended recirculation lines and point-of-use devices where appropriate. "One of the things I try to advocate... was recirculating systems for these types of water heaters," Panelli said, adding that designers and homeowners should consult DBI staff before installation.

Panelli and Director Tom Hui said DBI has been coordinating outreach with the Public Utilities Commission (PUC). Panelli noted a PUC program that could reimburse permit fees for certain rainwater-capture systems and urged property owners to bring plans to DBI—s plumbing division for guidance. Commissioners discussed incentives, standardized guidance and outreach materials; several suggested making simple, strap-and-placement safety checklists and FAQs available to the public.

Commissioners expressed support for proactive outreach and incentives to encourage safe installations. DBI said it will link its website to PUC resources, continue workshops and distribute guidance and handouts; the department also said it would share information about any rebate or permit-fee reimbursement programs as they become finalized.
