City to revise Emergency Operations Plan with stakeholder workshops and smaller, targeted exercises

Rob, the staff lead on the Emergency Operations Plan revision, told the Disaster Council the city will undertake a collaborative process to revise its EOP in increments and test concepts in smaller exercises rather than one large functional event. "We're gonna bring together a work group ... and this will be the first step in about a 6 month process," Rob said, noting outreach in mid‑April and a May workshop to test concepts.
Staff described two near‑term exercises tied to the revision: a point‑of‑distribution exercise on April 4 in partnership with the Department of Public Health and Charles Schwab to test mass prophylaxis distribution, and an Operation Return workshop on April 18 to test collection‑point logistics and internal movement once DSWs reach the city. Rob said the objective is to produce a user‑friendly, NIMS‑compliant plan with clear job‑action sheets and an implementation schedule to follow stakeholder input.
Rob said subsequent sections of the revised plan will be reviewed by stakeholder subject‑matter groups and then circulated for public comment before returning to the Disaster Council for a recommendation. Staff expects to present a revised plan to the council for recommendation and to the Board of Supervisors by late summer.
