OCII authorizes MOU with Port of San Francisco to transfer South Beach leases pending state approvals

The commission authorized the executive director to enter a memorandum of agreement for termination of certain ground leases and for the Port of San Francisco to assume maintenance and operations of South Beach Harbor and Rincon Park, subject to Oversight Board, Department of Finance and State Lands Commission approvals; the port has indicated tenants and harbor employees have been consulted.
The Commission authorized the executive director on March 3 to enter a memorandum of agreement with the Port of San Francisco to terminate ground leases in the former Rincon Point–South Beach redevelopment area and to have the port assume maintenance and operations of South Beach Harbor, Rincon Park and other improvements.
OCII staff and port representatives told the commission the transfer has been discussed with stakeholders and that port staff plan to assume associated liabilities, including responsibility for outstanding cal-boating loans (pending cal-boating consent). Staff said harbor employees accepted offers of city employment and that the Port Commission approved the lease terminations unanimously at earlier meetings. The MOU and transfer will not take effect until required external consents are obtained from the State Lands Commission, the Oversight Board and the California Department of Finance.
Commissioners moved and seconded the item and approved it by a 4–0 roll-call vote. Staff said tenants would continue to pay rent but to the Port after the transfer, and future lease terms and long-term management would be determined by the Port once approvals are complete.
