Commissioners asked whether priority is automatic or must be requested; staff replied that applicants must request priority and the department will arrange a joint review meeting with Environment, Planning and Building to verify commitments. Commissioners also pressed staff on how to quantify the financial benefit of priority processing and whether DBI has the cross‑agency capacity to deliver shorter timelines. Hooper said the value depends on queue length and varies by project type, and acknowledged that more structured performance metrics would help attract more applications.
Commissioner Walker moved and another commissioner seconded the motion to adopt the recommended changes to align DBI thresholds with Planning; the motion carried unanimously. Commissioners requested a follow‑up report on uptake and whether the change increases the number of priority applications.
