Henry Bartley, project manager from the Department of Technology, updated the commission on the Accela (PTS replacement) implementation. He said the project—s critical path is closing out roughly 51 functional UAT items and completing complex data-migration testing, particularly for inspection records which have many fields and timestamps not always mappable to the new system.
Bartley said the team plans a full data migration run and a business-simulation pilot in mid-February to test end-to-end processes, and that the remaining two cost items (reporting and final data-migration effort) are being refined; an initial ballpark estimate for additional costs is about $200,000. He said daily status calls and reinforced vendor commitments have improved progress. Commissioners asked which inspection divisions are hardest to migrate; Bartley said "physical inspections" (building, plumbing, electrical) are the most complex.
DBI and Technology staff said they will refine the final estimate in days and work with DBI budget staff to request any required amendments. The commission emphasized that PTS/Accela readiness will drive priorities for a planned joint meeting with the Planning Department and for operational readiness around RAD conversions and other large portfolios of incoming rehabs.
Next steps: full migration run, business-simulation pilot in February, refined budget estimate to DBI within about one week and continued daily coordination with vendors.
