Telegraph Hill rock-slope stabilization: Public Works seeks ~$800,000 to finish shotcrete and scaling

Ronald Uebo, the Public Works project manager for the Telegraph Hill Rock Slope Improvement Project, briefed the Building Inspection Commission on Jan. 21 about an ongoing stabilization effort near Coit Tower. The site (Block 60, Lot 5) has a long history of rockslides and recent storms revealed fractured rock that requires additional shotcrete, scaling and rock anchoring.
DPW described a scope of work that includes removal of loose material, installation of about 400 rock bolts (30 feet long) across the project area and application of two layers of wire mesh and shotcrete. The contractor found the north side of the slope significantly more fractured, prompting additional work. DPW estimated roughly $269,000 for additional shotcrete and $250,000 for additional rock scaling, and after contingency and soft costs said the project needs about $800,000 more to complete the stabilization.
Commissioners agreed the work meets the emergency-fund purpose and that the safety of workers and the public requires prompt completion. Commissioner Walker and others noted the long history of slides and supported using demolition/repair reserves.
A representative of the City Attorney—s Office explained that the Building Code was previously amended to permit use of demolition-and-repair funds for private-property conditions in very limited circumstances; the amendment and prior hearing authorized tapping that fund for this site and the legislation authorizing the fund use has already been approved.
DPW said that if funds are authorized and the work is completed, any surplus would return to the department's emergency fund. Commissioners emphasized the importance of completing the work promptly and requested continued updates.
Next steps: DPW expects the extra funds to cover the scope without delaying the schedule; commissioners will be kept informed and were supportive of the use of emergency funds.
