OCII agrees to $75,000 MOU for SOMA alleyway improvements

The Commission authorized OCII to enter into a memorandum of understanding with the Department of Public Works to apply $75,000 in unexpended, tax‑exempt bond proceeds to Soma alleyway improvements as part of a larger roughly $3.7 million project.
"This is the first of what will be several different items in future meetings as well, to be able to expend these unexpended bond proceeds," Deputy Director Leo Levinson said, noting the action follows a finding of completion from the State Department of Finance that permitted use of former agency bond proceeds. Levinson said the $75,000 will supplement other funding streams and help complete phase work that the former redevelopment agency began.
Frank Felice, project manager for DPW, described the scope for the Soma Alleyways Phase 2 work: raised crosswalks, accessible ramps, traffic‑calming chicanes, textured asphalt, new street trees and replacement of streetlights with LED fixtures, and significant storm drainage improvements in very flat alleyways. Felice said the additional funding will allow the work to be completed without scope reductions and that the work was expected to be done by June 2015.
Commissioners asked about procurement and DBE/contracting goals; DPW said the project includes federal funding and an 18 percent DBE goal. The Commission voted to authorize the MOU (vote recorded as 3 ayes, 1 absent).
