President Mittamity told the board that in the first matter the board “by a vote of 7 ayes gives direction to the general counsel.” In the second matter she said the board voted “6 ayes and 1 recusal,” and that Commissioner Fisher was recused and the board provided direction to general counsel.
The board did not disclose case specifics in open session. President Mittamity earlier in the meeting had announced that on Jan. 3 the district received a letter from Scott J.
