Commission hears updates on short‑term rental, ventilation and state solar inspection bills

Lillian Majesten, DBI’s communications manager, briefed the Building Inspection Commission on Sept. 17 about recent legislation affecting building and code enforcement.
Majesten summarized a Land Use Committee hearing that postponed Supervisor David Chu’s short‑term rental legislation amid public comment and questions about enforcement, insurance and jurisdiction. She said the committee postponed a vote for two weeks and that enforcement and insurance provisions remain sticking points.
Majesten also said Supervisor Malia Cohen’s draft requiring enhanced ventilation in sensitive‑use projects was referred back to DBI and the commission for technical review by staff. Commissioners and staff agreed the matter will benefit from a joint meeting with the Planning Department and invited the Code Advisory Committee to attend so technical questions can be raised.
On the state level, Majesten reported that AB 2188 — a bill affecting solar energy permits and inspection timelines — passed both houses; if signed by the governor it will require inspection of new solar installations of a certain size within 48 hours.
Commissioners asked staff to seek presentations and to post joint‑meeting agendas promptly so stakeholders have notice. The commission scheduled a tentative joint meeting with Planning for Oct. 2 (Room 400) and asked DBI staff to invite relevant county/Code Advisory Committee representatives and PTS/Accela staff for the Acela/PTS update portion of that meeting.
