DBI OKs using Repair & Demolition Fund for Telegraph Hill slope stabilization; private parcel value cited at $12,000

DBI staff presented a proposed code change to authorize use of the Repair and Demolition Fund under Building Code section 102A13 to cover private-owner costs for a multiagency Telegraph Hill rock-slope stabilization project near Coit Tower.
Staff said the overall stabilization work is estimated at roughly $5.25 million and that DPW and Rec and Park will cover most costs, but DBI is being asked to handle the private-owner portion of about $1.8 million because the private parcel is a narrow, unbuildable sliver with an assessed value of approximately $12,000. "The land is only worth about $12,000," staff said, explaining why the statutory 50%-of-property-value limitation would not allow DBI to proceed without a code amendment.
Commissioners agreed that failing to stabilize the slope could create much greater liability and damage to adjacent condominium properties; they voted unanimously to approve the amendment. Commissioners also discussed the mechanics of billing, potential liens and whether the city might ultimately acquire or lien the parcel to protect public interests.
