DBI reports stronger-than-expected revenue; staff flags tenant-notice resolution and green code timing

Acting DBI Chief Financial Officer Scale Revels told the Building Inspection Commission on Dec. 18, 2013 that department revenue was running higher than expected, with collections at about 60% of charges for services with roughly 41% of the year elapsed. "I am expecting we're gonna come in about $9,000,000 over what we budgeted for the year," Scale Revels said, while noting expenses are below year-to-date percentages because of staffing vacancies.
DBI also advised commissioners about new and pending legislation. Bill Strachan in public affairs described Supervisor Jane Kim's resolution requiring that certain South of Market permit notifications be issued in three languages and that residents be made aware of a 15-day appeal window if work could affect residency; Strachan said that resolution had passed and took effect the prior Monday and that DBI is flagging projects that fall under it.
Strachan updated the commission on the mandatory retrofit screening program: 416 screening forms were submitted (159 accepted, 55 returned for rework), 11 permits filed and seven permits issued, and DBI-led outreach had reached roughly 900 people in recent workshops. Staff also raised potential timing questions related to the state's energy commission delaying some energy-efficiency enactments to July 1, which could create a temporary gap in local green building code coverage unless the local standards commission and staff act to implement the new green code as planned or pursue a legislative remedy.
Commissioners were informed that DBI will present next year's budget at the next meeting and asked to submit budget suggestions ahead of that time.
