Commission extends McCoy’s Patrol Services contract for Hunters Point Shipyard and adds $70,000

The commission approved a First Amendment to the personal services contract with McCoy’s Patrol Services to extend the security services contract for the Hunters Point Shipyard for up to two months and increase the not-to-exceed amount by $70,000.

Project Manager Thor Kislovsky told the commission the amendment would extend an existing arrangement through the developer’s procurement process and to bridge the period until a new contract can be awarded. "The time and budget extensions are anticipated to carry us through the RFP period and be sufficient until there is a new contract," Kislovsky said.

The item, identified as resolution number 58-2013 in the agenda, seeks a short-term extension effective Jan. 1, 2014, through February 2014 and a budget increase not to exceed $70,000 for security services at the Hunters Point Shipyard, for a total aggregate contract amount of $1,776,613. Staff said the existing contract expires on Dec. 31, 2013, and that McCoy’s, a Bayview-certified small-business enterprise selected in 2000, currently provides 24/7 gate access control and overnight hourly roving patrols plus required reporting duties.

Executive staff and Lennar representatives described the amendment as an operationally prudent step while Lennar completes an RFP process to select a longer-term security contractor. The project manager said the RFP was planned for release in December 2013 with proposals due in January 2014. Chair Johnson summarized staff’s rationale: "In my mind... it makes sense that we would wrap this underneath their management as well so they can have a bird's eye view of everything going on at the shipyard." No public comment was received on the item.

The commission moved the resolution; the clerk recorded the roll and the chair announced the vote as four ayes, one absent. The amendment passed.
