Commission authorizes $2.88 million agreement to realign Folsom Street off-ramp for Transbay project

The commission approved authorization for a memorandum of agreement with the San Francisco County Transportation Authority (SFCTA) to fund construction of a realigned Folsom Street off-ramp, a public-infrastructure component of the Transbay implementation agreement. The turnkey construction estimate, which includes a 10% contingency, project reserves and construction management services, is $2,883,900.
Mike Grissow, senior project manager for Transbay, said the realignment will remove an off-ramp from Folsom — planned as a retail boulevard — and create pedestrian access along Fremont Street, improving safety and increasing development potential for Block 8. He said the project will be bid in early 2014 with construction anticipated to begin mid-2014 and that staff planned to issue the Block 8 development RFP the next day.
OCII staff proposed applying the city's local-hire policy and pushing SFCTA to use city LBE/SBE lists where possible; SFCTA selected a construction manager that is a certified SBE/DBE and staff expects construction-management services to achieve 100% SBE/DBE participation. Commissioners approved the agreement by roll-call vote, 5-0. Staff said they will return with updates following negotiations on LBE/SBE language and after bids are received.
