Commissioners heard a detailed update on the Department of Building Inspection's Code Enforcement Outreach Program (CIOP) and the city's Single Room Occupancy (SRO) collaboratives, which connect tenants with inspectors, provide translation and case management, and help document habitability violations.
Jamie Sevin Ma and Sarah Short of the Housing Rights Committee described CIOP's case‑management approach and community‑based outreach. "We are able then to sort of help them navigate through the system, get in contact with DBI when we need to," Short said, describing follow‑up calls and tracking postcards used to confirm case resolution.
Speakers cited the 308 Turk Street case as an example of severe unit conditions discovered with collaborative organizing and media attention. Presenters explained DBI generally does not enter dwelling units unless a tenant complaint is filed, so community groups that organize tenant access are essential to documenting hidden habitability problems.
Commissioners questioned whether current funding and staffing are sufficient. Deputy Director Pamela Levin explained that a prior rehabilitation fund (SURF) was transferred to the Mayor's Office of Housing years earlier and that little balance remains; she offered to consult the Mayor's Office financial contact to determine current availability. Commissioners suggested revisiting the idea of a local rehabilitation or low‑interest loan fund and proposed forming a subcommittee to evaluate policy choices and target populations.
Public comments from tenant counselors and residents described cases where outreach and CIOP assistance produced repairs and helped tenants avoid retaliation. The commission requested follow‑up material on NOV enforcement, the status of open director's hearings, and staffing plans for housing inspectors.
