The Building Inspection Commission took several administrative actions and heard multiple operational updates.
AB007: Tom Fessler (Disabled Access Division) presented proposed updates to Administrative Bulletin AB007 to align van‑parking language with current code; the commission voted to approve the bulletin.
Recruitment for DBI director: Pamela Levin summarized vetting of executive‑search vendors and recommended two finalists (Alliance Resources Consulting at $17,500 plus expenses; Bob Murray & Associates at $19,500 plus expenses). Commissioners discussed local experience and guarantees; staff clarified the item was agendized for discussion only and the commission cannot select a vendor until the item is placed for action. The commission asked staff to calendar the selection for the January 16 meeting (or a special meeting) with clear agenda language so a vote may be taken.
Permit tracking and Exela/Accela: Project staff described progress on the Exela citizen portal and Accela internal automation, data‑conversion and test planning. A citizen access committee (approximately 16 members) will convene beginning Jan 30 to review the public portal; user acceptance testing for internal automation will begin in January. Commissioners asked to review the committee membership list prior to the Jan 30 kickoff.
Qmatic: Acting Director Tom Huey reported that the Qmatic queuing experiment will be closed and the system put on permanent hold after trials failed to meet expectations. Commissioners asked staff to return with alternatives and a short written report on current Fifth Floor customer‑flow processes.
Finance: Deputy Director Pamela Levin reported a projected DBI fund balance of approximately $7,500,000 at the end of the fiscal year, noted salary savings because of vacancies and said charges‑for‑service have been stronger than projected to date; the budget process will continue with a two‑year outlook and the final submission to the Mayor's office due Feb. 21.
