Barry Hooper of the Department of the Environment explained the revisions and a compromise to permit applicants: a simplified site‑permit submittal (attachment C1) will provide enough information for DBI to identify applicable green‑building requirements while reducing up‑front burden. Separately, Penny Venable, DBI’s IS project director, gave a status report on the Accela‑based permit‑tracking and citizen access project: the project was described as about 40% complete, with core system configuration due by the end of the month and an April 2013 go‑live for initial modules and an overall completion target in November 2013. Venable said the team would begin planning public feedback for the Exela citizen portal and prioritize automated reports for managers and the public.
The commission requested additional stakeholder outreach on the green‑building submittal forms and asked staff to return with implementation guidance for applicants.
