Board adopts temporary independent-study changes to expand short-term online access for quarantined students

The board voted to suspend certain rules and adopt an amendment to the independent-study policy to expand eligibility for short-term independent study. Under the adopted changes, students quarantining for COVID or students awaiting placement into the district's online-learning option may access independent study; the window for online-waitlist approval was limited through Sept. 7, while other changes extend through the school year.
During public comment special-education advocates and several teachers raised concerns about guaranteeing a Free Appropriate Public Education (FAPE) for students with IEPs, the administrative burden on site teachers, staffing for independent-study supervision, and communication about program expectations. Staff said an orientation and expanded website resources would be developed and that the district is updating the online-program materials and assignment templates by grade and content area to provide more clarity.
Several commissioners asked to bring instructional and implementation details to the curriculum and instruction committee so the board can monitor quality and equity as the program scales; the board adopted the policy amendments and asked staff to follow up with committee presentations and more detailed implementation plans.
