Board approves tenant preferences for Shirley Chisholm educator housing, prioritizing teachers and paraeducators

The board approved tenant-preference and eligibility policies for Shirley Chisholm Village, a proposed 134-unit affordable rental development targeting SFUSD educators and employees on district-owned FSK annex property.

MidPen Housing (developer) presented the project schedule and financing path; the mayors Office of Housing and Community Development described eligibility and a tiered preference that gives first consideration to Tier 1 applicants (SFUSD educators, including teachers and paraeducators) and then Tier 2 (other SFUSD employees). Jacob Noonan (MOHCD) said units may be offered to non-SFUSD applicants only after tiers 1 and 2 are exhausted and subject to fair-housing law. The project targets incomes between roughly 40% and 120% of the San Francisco Area Median Income; onsite supports will include resident management, community spaces, childcare/after-school areas and homeownership counseling for residents.

Board members asked about timing and whether lower-paid hourly staff (paraeducators, cafeteria workers, custodians) would be eligible and able to afford units at the lower AMI bands; staff said income bands were designed with SFUSD employee salaries in mind and that rents are set to be affordable at specified AMI levels, while MOHCD and MidPen confirmed additional subsidized options and other city projects may offer educator-targeted units in the future. The board approved the occupancy preference by roll-call vote (7 ayes).
