DBI reports rising permit valuations, staffing requests, and progress on permit-tracking and Qmatic

Department leaders told the commission that permit valuation is up about 18 percent from last year and that DBI’s charges-for-service were at 84 percent of projection for the fiscal year to date. Staff described 20 requisitions approved for open positions and said several hires and testing events were underway.
DBI provided a status update on major technology projects: the permit and project tracking system (PTS) vendor work is 25 percent complete on a 24-month timeline, with configuration-analysis sessions and prototypes done; historical-data analysis is underway and core system configuration will begin after sign-offs. DBI also reported Qmatic queue-management retraining was complete and a customer pilot was planned for April to test multi-floor availability and express lines for no-plan permits.
Commissioners pressed for faster onboarding and asked about use of Prop F hires or temporary staffing to clear backlogs, especially for code enforcement and data entry. DBI confirmed multiple code-enforcement positions are included in approvals. The director and deputy directors said they would continue to prioritize permit-tracking, Qmatic rollout, and hiring to reduce backlogs and improve customer service.
