Parent advisory councils press SFUSD for LCAP draft and clearer public input; board pledges written responses

Michelle Jacques Menegas, PAC coordinator, summarized recommendations collected during spring stakeholder engagement and urged the district to provide a draft LCAP for review and comment. "This is our report for 05/25/2021," she said, framing priorities including improved communications with families, planning for a full return to in‑person learning and ensuring sites have counselors, school social workers and nurses.
Advisory leaders called for a year‑round engagement process, better alignment of outreach across departments, and improved translation and technology support for parent leaders. They also requested formal written responses to advisory recommendations; board members and staff agreed the district must provide such responses in writing and noted the challenge created by shifting state timelines during the pandemic.
Board members asked staff for a line‑by‑line response to the advisories and for clear tracking so the community can see which recommendations are implemented, in progress or deferred. Jill Hogendyk from the budget office said the draft LCAP is in process and that staff will present a formal response at the Committee of the Whole on June 15 and submit a final LCAP package at the board’s last June meeting.
Public commenters echoed advisories’ concerns about the timing and transparency of the LCAP process; several parents urged faster release of draft plans and clearer avenues for feedback and donations to scholarship funds.
Next steps: district staff will provide a written response to advisory recommendations at the June 15 Committee of the Whole and publish LCAP materials online for community review ahead of formal consideration by the board.
